You can solved the problem of flash player problem not working in chrome incognito mode but it is working fine in chrome normal mode.
Recently i gone through this problem and fixed this problem by using following tricks.Today i love to share this tricks with you gangs.
In your chrome browser below 61:
1. Go to chrome://flags/#prefer-html-over-flash.
2. Change the Prefer HTML over Flash drop-down box to "disable".
3. On the bottom right side you need to hit the Re-Launch.
Hope this tricks solved your problem.
In your chrome browser 61 and above:
You will face this issue after upgrading chrome browser to 61
